The use of bombs has long been a favorite tactic of terrorists, both do-
mestic and international. The damage a bomb can do is unmatched, both
physically and mentally. Bombs have a very strong psychological effect on
people, stirring up more fear than any other weapon used in a crime. The
Olympic Village bomber in Atlanta in 1996, the militants behind the Okla-
homa City bombing, and the terrorists who detonated a bomb in the lower
level of the World Trade Center in 1993 all preyed on the fears of innocent
people to send their messages.
